At HS2 we offer a two-year rotational graduate programme, providing you with the opportunity to stretch and challenge yourself on the largest infrastructure project in Europe. After completion of the 2-year graduate programme graduates will be transferred into a role within the same discipline, but not necessarily the same business area. 

Rotations will likely involve placements within some of the following

  • Economic Case Team – developing value-for-money analysis in support of the business case for the HS2 scheme;
  • Transport Modelling Team – estimating the journey time savings and user benefits of the proposed scheme;
  • Commercial Analysis Team – evaluating the operating costs and commercial opportunities of the scheme;
  • Benefits Management & Realisation – monitoring and reporting on how well HS2 Ltd is performing against stated key performance indicators and strategic objectives; and,
  • Sponsorship Team – the Sponsors are the key point of contact between HS2 Ltd and the DfT managing the relationship with our client and stakeholders.

We have x1 opportunity available, based in London in the Benefits and Analysis Team (B&AT), however travel may be required to other HS2 offices/sites. The Benefits and Analysis Team is the primary source of evidence, analysis, and statistical expertise for HS2 Ltd. supporting the scheme through key decision stages.

B&AT uses analysis to enhance the value of HS2 by

  • Providing value-for-money analysis to support the business case for discrete phases of the scheme, and helping shape key decisions for the HS2 vision;
  • Enhancing the commercial viability of the procurement and operation of the railway through analysis of key investment and design decisions;
  • Using analytic insights and economic theory to demonstrate the transformational benefits of HS2 at a regional and national level;
  • Developing, maintaining, and assuring innovative tools and models to provide a centre of excellence for the analytical capabilities of the organisation; and,
  • Monitoring and reporting the realisation of the benefits of the scheme through a structured Benefits Management Strategy.

As a Graduate Economic Case Lead you will be involved in the following

  • Applying appropriate economic concepts, standards, and a range of other tools / general analysis techniques to produce high-quality analysis and robust conclusions;
  • Selecting, analysing, and handling data to produce evidence-based advice, including working with outputs from models, appraisal tools, and data-sets;
  • Preparing written materials suitable for senior approval and upward communication, ensuring analysis is practical and targeted, and clearly draws out conclusions and follows best practice in quality assurance;
  • Applying economic theory creatively to new areas and being proactive in improving approaches to economic evaluation as new information and methodologies emerge;
  • Building trusted relationships with HS2 Ltd colleagues and stakeholders within the Department for Transport to ensure that analysis meets their requirements;
  • Work collaboratively with analysts across the Benefits and Analysis Team, contributing to our joined-up evidence base and workstreams; and,
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies, and procedures on EDI. 

About You

Skills:

  • Ability to apply, and advise on, economic tools and quantitative and qualitative analytical techniques and synthesise evidence from a range of sources to support evidence-based investment decisions;
  • Ability to provide effective and appropriate communication of economic analysis to a variety of stakeholders 
  • Ability to analyse data and identify patterns and trends in Microsoft Excel or other analytical tools, including managing large and complex datasets.
  • Ability to analyse and handle data to support policy advice and generate evidence-based conclusions, following best practice in quality assurance;
  • Ability to critically evaluate information and evidence, to support team members in managing more complex projects;
  • Ability to respond flexibly and promptly when needed, as well as to take a longer-term perspective about your work and its impact;

Knowledge:

  • 2:2 Bachelor’s degree (or non-UK equivalent) in any discipline in Economics, or a closely related discipline
  • IT knowledge including; Word, Excel, PowerPoint or equivalent 
  • Knowledge of the appraisal of projects, programmes, and policies to show impact and value for money, e.g., public sector appraisal (HMT Green Book, DfT Transport Analysis Guidance). 
  • Knowledge of economic analytical tools/methodologies, and the ability to interrogate a range of input data and identify trends or patterns using Microsoft Excel based models. 

Does HS2 offer sponsorship if I do not have the Right to Work in the UK? 

To be eligible to apply to the HS2 Graduate scheme for our September 2024 in-take, any applicant will need to already have the on-going Right to Work in the UK, that is not time-bound in any way. Please note, unfortunately due to the 2 year time-bound restrictions of the Post Study/Graduate Work visa, we are unable to accept any applicants who have this visa as this is an ongoing permanent role that will carry on beyond the initial 2 year graduate programme.

 Due to the nature of our organization, HS2 are not able to sponsor any applications as we do not hold the required sponsorship license from the UK Home Office and candidates are not allowed to sponsor themselves.
