We are looking to recruit students for a 52 week student placement with the Metropolitan Police Service. All roles will give students valuable insight and experience of working for one of the largest public organisations in the UK and the largest single employer in London. The National Counter Terrorism Policing (CTP) Operational Development Unit (ODU) is a dedicated team of personnel responsible for the strategic management of Learning, Training and Exercising (LTE) within the Counter Terrorism Policing Network across the United Kingdom.

Background

Counter Terrorism Policing is a collaboration of UK police forces working with the UK intelligence community to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

We do this by working in local to global partnerships, from policing teams on the beat and on the streets; supported by a national network of specialist officers and staff across the UK, to our investigators and expert advisors in every corner of the world.

Job Purpose

The NCTP Organisational Learning and Development Unit (OL&D Unit) is a dedicated team responsible for strategic development, improving and implementing knowledge management and learning systems across the CT Network to promote evidence-based efficiencies, organisational ability and value for money across the UK. The role of the National OL&D Assistant includes working within a motivated team supporting the Police CT Network with the co-ordination, development and delivery of National Counter Terrorism exercises involving strategic partners and the implementation and quality assurance of organisational learning processes across 9 CT regions.

Key Responsibilities

  • To support national projects aligned to the National CT Organisational Learning Strategy to develop an interoperable Organisational Learning capability for the CT network
  • To make complex decisions and provide strategic direction and tasking’s to NCTP funded regional OL&D posts subject to governance and matrix-management arrangements
  • To plan and organise individual and team activities including setting aims/objectives and managing actions for delivery within set deadlines
  • To produce management reports for a strategic audience. These will include project proposals/business cases and performance reports
  • To develop and build relationships with partner agencies in relation to CT network organisational learning and development, including national leads in the Security Service, MOD and Home
  • To lead and coordinate working groups/conferences and represent the National OL&D unit at National Working Groups to promote shared learning and operational improvement
  • To support the development, implementation and management of the Network-wide Organisational Learning System IT application, which tracks lessons progression from identification (via exercises, operational debriefs and thematic reviews) through to resolution, testing and closure
  • To co-ordinate, design, prepare and deliver National Counter Terrorism exercises involving the Police CT Network and facilitate opportunities for learning and testing of new operational initiatives in accordance with the National Organisational Learning and Development Strategy
  • Support planning, delivery and production of National Operational debriefs as requested via the Senior National Co-ordinator and delivery and production of debriefs for Operational activity and National CT exercises.

  • To the quality assurance regime for the CT Network in capturing, validating and evaluating organisational learning activity across all CT units to ensure that exercising, debriefing and lessons capture processes are consistent and comply with national standards
  • Promote and comply with NPCC policies on equal opportunities and H&S both in delivery of services and maintenance of discipline and professional standards for Organisational Learning activity across the UK
  • Promote equality, diversity and Human Rights in working practices by developing and maintaining positive working relationships, ensuring that colleagues are treated fairly and contributing to developing equality of opportunity in working practices
  • To support the Training and Development Unit in the development and delivery of national CT training programmes and continued professional development of national cadres

About You

Must be an undergraduate student in a sandwich year course returning to study in Autumn 2025.

Essential

  • Have experience of delivering presentations for a specialist audience
  • Experience of collating, evaluating and processing complex data sets to identify trends and common themes and present outcomes in a formal written style
  • Must evidence strong and effective communication and interpersonal skills as the post holder is required to support negotiate and influence at all levels throughout the CT network to ensure Organisational Learning activity is delivered to a national standard
  • Experience of identifying learning, implementing initiatives and contributing to best practice within a process-based work environment
  • Candidates should be able to demonstrate awareness of equality and diversity appropriate to this role and have a high level of personal integrity
  • Experience of IT packages including Microsoft packages such as Word, Outlook, Excel, Powerpoint, Visio etc
  • Hold a full driving licence and be prepared to travel nationally

Desirable

  • Experience of policy formulation and development
  • Have experience of delivering exercises
  • Management of national portfolios
  • Experience of matrix-management or line management of personnel
  • Knowledge of financial regulations and procedures

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
