The role
This is your chance to join Blackburn with Darwen BC. Your role will help contribute to creating a resilient and well-maintained highway network working within our highway structures and assets team.
You will form a key part of our highway Assets team. As custodian of our highway structure stock your main responsibilities will be the collation, management and analysis of data arising from inspections along with assisting in the planning of forward works and the delivery and administration of our Highway Structures Inspection Regime.
You will be responsible for the management of a team of inspectors to support your role.
You will also be responsible for assisting with the design and delivery of projects across the Borough along with the management of highway structure assets including a varied scope of Bridges, Culverts, Retaining walls and other highway structures.
Your role also involves investigating and responding to customer and stakeholder queries and working closely with developers and internal teams to implement the councils Technical Approval process regarding changes to or proposals for new highway structures.

Key responsibilities
- Provide a technical point of reference for all Highway Structures
- Deliver the Highway Structures Inspection Regime.
- Coordinate and manage a team of inspectors.
- Identify issues and defects and interpret their effects on our structure stock
- Propose solutions; design, implement and supervise maintenance schemes
- Investigate and respond to enquiries
- Support the implementation the councils Technical Approval Process
- Ensure compliance with current codes of practice,
The role will also involve a combination of office, home, outdoor and loan working and you will be required to effectively manage your own time.

On the job training will be available to the successful candidate focusing primarily on gaining further knowledge and skills to enable the progression of the role.
Qualifications
- Engineering qualification Level 4 or 5, HNC / HND or similar.
- Previous experience in bridge or structure inspections, engineering principals and design of structural maintenance schemes.
