Overview
Ofcom is the regulator for the communications services that we use and rely on each day. We make sure people get the best from their broadband, home phone and mobile services, as well as protecting viewers and listeners form harmful material in TV, radio and on-demand programmes. We also oversee the universal postal service, the radio spectrum over which wireless devices operate, and also help to make sure people don’t get scammed and are protected from bad practices.
We have recently taken on the regulation of UK-established video-sharing platforms such as Tik Tok and Twitch, and we are preparing for a future role as the Online Safety regulator under the Governments proposed new laws. Protecting consumers is at the heart of what we do.
On our graduate scheme, you will embark on a two-year series of intensive job placements, moving regularly between projects and departments to ensure that the knowledge and insight you are exposed to is as broad as possible. One week you might be devising new policy directives; the next, monitoring content standards of broadcast programmes.

The Role
As a graduate, you will be working with others helping to ensure our policies have a sound technical foundation and deliver a real, long-term benefit to citizens and consumers. Your personal development is important to us, so you will receive support and training as you grow in your role.
Our work involves many stakeholders and uses a range of skills. For example, you will be working in teams that:
- Use propagation modelling to assess coexistence between different wireless technologies.
- Formulate technical policy that understands and balances the interests of industry stakeholders, citizens, and consumers.
- Use technical data and analysis techniques to assess performance and QoS of radio systems in the development of policies and forecast future spectrum demand.
- Measure the impact of new radio systems on the wireless environment to facilitate new options for spectrum sharing.
- Carry out field and lab-based measurements to underpin Ofcom’s policy decisions using specialist test equipment
- Engage with industry and regulators in other countries to help shape international radio policy and regulations.

You will work at our office in London and at our Radio Station in Hertfordshire near Baldock as well as where practical remote working including at home. Upon completion of the two-year scheme and successful formal assessment, you will make the transition into a permanent role within one of the Spectrum Group teams.
Candidate Profile
At Ofcom, we're looking for:

- Has a background in an engineering discipline, science, mathematics or a similar subject
- Is curious, has strong modelling skills and can describe complex and technical concepts to non-technical audiences

- Assessment Centre (to be held virtually February - March 2023)
